The College of Psychologists Act and its By-Laws set out the mandate, the composition, the roles and the responsibilities of the Council, and the Executive Committee as well as standing or permanent committees.

The following provides a brief overview on the functioning of the CPNB. For a complete description, consult the College of Psychologists Act and its By-Laws.

The affairs of the CPNB are managed by a Council. The members of the Council are the President, the President-elect, the Past-president, four Members at Large elected at the Annual General Meeting, the Registrar and the Executive Director.

The Council may appoint an Executive Committee with powers and duties as determined by Council.

In fulfilling their mandates, the Council and the Executive Committee direct and co-ordinate the work of a number of committees of the College including those provided for in the Act, as well the standing or permanent committees:

Registration Committee
The Registration Committee is responsible for all matters pertaining to the registration of the membership of the College. It also proposes guidelines for licensing pertaining to education, supervision and examination requirements to Council for approval. The Registration Committee is composed of seven licensed members, who are not members of Council, the Complaints Committee, the Discipline Committee or members of a Board appointed under the Act. The Registrar is a non-voting member of the Registration Committee.

Committee of Review
The responsibility of the Committee of Review of the College is to assist the Registration Committee, when required to do so, in assessing the qualifications of a prospective member of the College.

The membership of the Committee of Review consists of three members of the College drawn from a list of ten licensed members who were not members of the Registration Committee whose decision is under review.

Complaints Committee
The Complaints Committee is responsible for evaluating the merits of any complaint brought against a licensed member of the College. If the Committee determines that there are sufficient grounds to initiate proceedings against a member, the matter shall be referred to the Discipline Committee. The Complaints Committee is composed of three licensed members of the College who are not members of Council, the Registration Committee, the Discipline Committee or members of a Board appointed under the Act.

Discipline Committee
The Discipline Committee is responsible to hear and assess the validity of allegations of professional misconduct or incompetence against any member and to determine the remedy where it finds the member has committed an act of professional misconduct or has demonstrated incompetence.

The Discipline Committee is composed of one layperson and four licensed members who are not members of any other Board or Committee appointed under the Act.

Board of Inquiry
When the Registrar has received information leading him or her to believe that a member may be an incapacitated member, a Board of Inquiry may be appointed by Council to inquire into the matter.

A board shall be composed of at least three licensed members of the College and they shall not be members of the Council or any other Board or Committee appointed under the Act.

Professional Affairs Committee
The Professional Affairs Committee is responsible for carrying out activities in the areas of public and media relations, government relations as well as relations with other professional organizations and public interest groups to advance the interests of the professional practice of psychology and its members in New Brunswick.

The members of the Committee are appointed by the Council. The membership of the committee includes representation from the licensed members of the College as well as the interim and student membership of the College. To the extent possible, the membership of the committee should include different sectors, workplaces, geographic areas and both official languages. The Executive Director is an ex-officio member.

Election Committee
The Election Committee is responsible for the conduct of nominations and of the election of the members of the Council.

The committee consists of three licensed members of the College. The chairperson of the committee is appointed by the President of the College. The other members of the committee shall be selected by the chairperson.

Other Committees
The College or Council may establish other committees and set their terms of reference and length of mandate.

The Chairperson of every committee shall be appointed by the Council. Other members of a committee shall be appointed by the Council or the Council may delegate the task to the Chairperson of a committee.
